Assam is a landlocked state with a population of 30 million, with more than 30% living below the poverty line. Tea is one of the primary sources of revenue and 17% of the workers in Assam are engaged in the tea industry (50% are women). There are 4.5 million tea estate laborers in Assam, but only 30% are employed year-round. Exacerbating poverty issues is the fact that much of Assam is highly flood-prone, causing annual damage to life and property. Decades of conflict in the state further impede socioeconomic progress.
